NFBPA Honors Bill Lowry as 2024 Marks of Excellence Lifetime Achievement Award Recipient
Nyhan President Bill Lowry has been awarded the Marks of Excellence Lifetime Achievement Award by the National Forum for Black Public Administrators Chicago Chapter.
The NFPBA’s Marks of Excellence Lifetime Achievement Award is given to an African American public administrator with extraordinary success in the field of public management and a significant dedication to their community. This award is the NFBPA’s highest honor and recognizes those that have:
- Performed several acts of public service which benefit the greater community;
- Exhibited exemplary leadership and ethical qualities that have inspired those associated with him/her to strive for excellence in performance and service;
- Demonstrated that service to the public goes beyond the descriptions of the job assignment; as well as
- Consistently strived to persevere, create, and invent more efficient and responsive systems that benefit all segments of the population.
Bill shared in his acceptance speech:
“My commitment to you is typified by my recent Birthday Health Screening Program which will be launched throughout Cook County in January 2025.
This program will provide Cook County residents, whether insured or uninsured, the opportunity to receive a mammogram or prostate cancer screening at a Cook County Hospital or clinic at no cost to the resident.
The only caveat is you have to set up your screening during your birthday month – –as I have always shared in the community that we must gift ourselves with an annual physical around our birthdays.
This program will promote preventative healthcare, early detection, overall wellness and increased life expectancy for the residents of Cook County.

Throughout his over 30-year career, Bill has shown unwavering dedication to both the legal profession and the community he serves, founding Nyhan, a firm dedicated to pro bono work and community engagement. His impact on the firm and its surrounding community cannot be overstated, and his DEI-focused influence can be seen throughout all facets of both.
He has served as the Commissioner of Cook County’s 3rd District since 2018 and has made immeasurable contributions to the community, promoting social equity for all. Additionally, Bill is a member of the Get In Chicago Advisory Network and Bright Star Community Outreach and is the founder of the It’s Time Organization, all three of which aim to target the root causes of youth violence in Chicago.
Bill’s countless efforts and contributions to diversity, equity, and inclusion in and out of the firm, as well as his commitment to providing Chicago’s youth with the resources they need to succeed, have cemented him as a true pillar of the community.
As president of Nyhan, Bill is responsible for law firm policies, hiring, financial planning, attorney education, and strategic planning. He concentrates his trial and appellate practice on Worker’s Compensation and Employer Liability on behalf of self-insured and insured businesses.
